The Chairman Governing Council, Kwara State College of Education Ilorin, Elder Reuben Iye on Wednesday addressed journalists at the college conference room.
It would be recalled that the erstwhile Provost of the College, Prof. AbdulRaheem Yusuf granted a press conference on the 2nd of November, 2021 with the Students Union Executives where he stated that he had been vindicated by the forensic Audit report in the purported press conference.
He was unceremoniously booted out from the College because of many irregularities, maladministration, and gross abuse of office.
On the Forensic Audit Report:
The College wishes to reiterate in unequivocal terms that the audit report was officially submitted in January 2022 while the former Provost press conference took place on 2 November, 2021.
Therefore, how did he get access to the unconcluded report as a source
of his reference? This calls for further explanation from the former Provost. lt is pertinent to state for records that page 52 of the report revealed that a total sum of Fifty Nine Million, Four Hundred Thousand Naira
(#59,400,000.00) were transferred to Unity Bank from TSA and the purposes
of transfer could not be ascertained which is suggestive that the monies were misappropriated.
To worsen the issue, Accounts of Unity Bank was not made available till the end of this report.
Suspended IJMB Programmes
Observations
Having listened to the stakeholders invited to appear before the
Committee on the suspended IJMB programs with necessary documents the Committee observed as follows:
That the College had the approval to run the IJMB program in affiliation
with Ahmadu Bello University (ABU), Zaria.
That the way the program is run, the College seeks students patronage from private centers outside the College to meet up with the target of ABU, Zaria. The former Provost brought in Students from Mushroom Centres
Presently, the program is under suspension for two years based on alleged examination malpractices on the warning letter in the year
2020 while the erstwhile Provost was still in the office.
It was equally observed that the examination malpractices were carried out by the external students brought to the College by the former Provost as part of his usual fraudulent activities.
That the mode of payment and remittance of money realized from the OMB programs to the College account were discovered to be shady.
It was also observed that the current Dean, School of Basic and Remedial Studies (SBRS) appeared not to be fully in charge of the IJMB program because of her inability to answer some questions posed
Hostel Construction and Rehabilitation under Public, Private Partnership
The Contractor (TADO G.- ATOKE HOSTEL) constructed a Hostel and claimed to have expended over N110 million without a bill of quantity to substantiate his claim is doubtful and calls for the question.
The Committee has listened to all stakeholders invited, including hostel developers engaged in the construction of a new hostel and rehabilitation of existing ones under public-private partnership (PPP)
observed as follows:
that the entire process of signing the MoUs was faulty as neither the Council which was not in place at that time nor the supervising ministry is involved in the process.
That the MoU was signed midway into the building projects.
Bills of Quantities in respect of the project were not made available to the Committee for perusal.
The amount quoted for renovation work of each of the hostels is not only outrageous to the Committee but highly embarrassing compared to the renovation work carried out.
For instance, the six Renovators technically agreed that they will take 100% of the proceeds from the hostels for four (4) years and thereafter takes 70% of the rent for fifteen (15) years leaving 30% for the College for the period which implies that they have expended the same amount to renovate the different hostels with different levels of renovations.
For instance, the six Renovators. The new proposals by the Renovators are still on the high side considering the economic situation of the Students that readily accept NCE programs.
The promise to the hostel developers that the hostel will be made compulsory to students is not realistic and cannot be realistic and was not even included in the MoUs.
It was equally observed that a block of hostels in one of the renovated hostels is being occupied by male and female Man”O” War, which is not ideal in our society.
College Farm at Ilesa-Baruba
Having listened to all the stakeholders invited by the Committee on the College farm at Ilesa-Baruba and following a visit to the site by some Selected members of the Committee, the following observations were made
That the term at Ilesa-Baruba was allocated to the College.
There was no documented evidence to back the allocation of the Site
to the College
The choice of Ilesa-Baruba as the farm site for the College is too far.
The Agric Science Education Department of the College was not fully
carried along.
There was no provision for security on the farm after expending about
#4700,000.00.
Only a sum of A18,245.00 was realized as proceeds from the sale of soya beans from the farm.
There was no single economic tree on the farm.
That the entire investment on the Ilesa-Baruba farm is a colossal waste of College resources.
